Advance notice and emergency meeting rules
Except for emergencies or legislative committee meetings, post notice at least 24 hours before a meeting. Do not count Sundays or legal holidays in those 24 hours. Post in two places (one may be the website) or print it in a local newspaper. In an emergency, the chair posts as soon as possible, uses reasonable ways to alert the public, and minutes must say why it was an emergency. For legislative committees, publication under House or Senate rules is enough notice. A business day runs 8:00 a.m. to 5:00 p.m., Monday to Friday, excluding national and state holidays. These rules take effect 60 days after passage.
Clear, detailed minutes in five days
Minutes must list members present and people who appeared. Minutes must briefly describe topics discussed and final decisions. They must show who made and seconded each motion. They must show start and end times and the name and signature of the writer. Minutes, including nonpublic sessions, are open to the public within five business days and become permanent records. RSA 91-A:3 and 91-A:6 rules still apply.
Open meetings, recording, and visible votes
All official public-body meetings are open to the public, including phone or online meetings. Nonpublic session rules still apply. Anyone may record a meeting with a phone, camera, or recorder. Votes in open session cannot be by secret ballot, except town meetings, school district meetings, and elections. If a local charter or rules give more access, those local rules control.
