Public can attend BTLA hearings
Beginning January 1, 2026, all hearings before the Board of Tax and Land Appeals are open to the public. Members of the public may attend and observe these hearings. This improves transparency but does not change who gets money or benefits.
Property owners: local or remote BTLA hearings
Beginning January 1, 2026, any party to a just compensation hearing can join by phone or video, consistent with RSA 91-A. The Board holds the hearing in the county where the declaration was filed, unless the parties agree to use the Board’s hearing room in Concord. If the county courthouse has no available space, the Board holds the hearing in Concord. These changes can save travel for some parties, but may add travel for others.
