Clear start times for absentee ballots

The law removes the old rule that let 10 or more voters force a delay of all absentee ballot processing if they filed written challenges by 1:00 p.m. Moderators must post when absentee ballot processing will start at the polling place and at one other public location at least 24 hours before polls open. When the polls open, the moderator must announce the start time out loud. These rules take effect 60 days after the law’s passage.
