Panel to improve crisis care for intellectual disability

The law reestablishes a state panel to study behavioral crisis care for people whose main impairment is an intellectual disability. It studies service gaps caused by the current state definition of “mental illness” and identifies needed laws, policies, and procedures. The plan covers acute crisis care through discharge and aftercare and includes cost estimates and whether to create an acute crisis center. Members include 4 House members, 1 Senator, 3 Health and Human Services appointees (behavioral health, long-term supports and services, and New Hampshire Hospital or similar), and 4 governor appointees (a community mental health center, an area agency, a disability rights group, and a family caregiver). The commission elects a chair, the first-named House member calls the first meeting within 30 days of this section’s effective date, and six members make a quorum. It sends an interim report by Nov 1, 2025, and a final report by Nov 1, 2027, to state leaders.

Commission ends November 1, 2027

The law repeals the statute that creates this panel on Nov 1, 2027. On that date, the commission’s legal authority ends.
