New budget committee for cooperative schools
Beginning July 1, 2025, a cooperative school district can vote at its annual meeting to create a budget committee. The committee has the same number of members as the school board, plus one ex‑officio, non‑voting school board member named by the board chair. No other school board member can be a voting member. Terms and elections follow the school board’s rules. After the vote, the moderator appoints members within 15 days to serve until the next annual meeting. The committee quickly picks a chair, vice‑chair, and secretary, and its records are public.
Stronger review of school spending votes
Beginning July 1, 2025, the budget committee has the same powers as a municipal budget committee for the school district budget. It reviews any warrant article or extra appropriation that spends money, including capital reserve withdrawals. No hearing or meeting may take up those items until the committee reviews them. Warrant articles are not printed on ballots without the committee’s approval, and the recorded vote is printed with the ballot. The committee gives the board enough budget copies and posts them with each warrant.
