Easier voter proof and polling help

You can use a birth certificate, passport, naturalization papers, proof of prior or current New Hampshire registration in another town, or other reasonable papers to prove U.S. citizenship. If an official confirms you were registered in a different New Hampshire town or ward, you only need to show ID and your domicile; you do not need to prove age or citizenship again. Beginning February 1, 2026, clerks have access at polling places to voter, safety, and vital records to help confirm identity, age, citizenship, and domicile. If the records match, they count as proof. No match by itself does not block your registration.

Stricter ballot handling by officials

The clerk breaks ballot package seals in public at or before polls open. Election officers count ballots in front of the clerk, the moderator, and at least one other voter. If any counting happens before polls open, the clerk posts the time and place before election day. People on the ballot cannot count ballots before the election, except candidates for moderator, assistant moderator, clerk, selectperson, inspector of election, or supervisor of the checklist.

New committee rules and $50 fee

Political committees that raise or spend over $1,000 in a cycle must file an itemized statement with the Secretary of State. Most committees must register online within 48 hours after they meet the legal criteria. Registration includes a $50 administrative fee unless the committee is exempt under the law. Small, in-person event donations can be reported in summary if each gift is $25 or less and no donor is expected to give over $50 in the cycle; report the event name, place, and total.

Voter roll cross-checks with privacy limits

The voter database now checks records against the Department of Safety, the Social Security Administration, and state vital records to fix errors, remove deceased or ineligible voters, and flag address mismatches. The commissioner of safety may share DMV registration and license data only as needed to notify people of problems, decide eligibility, and fix mismatches; starting December 31, 2025, DMV records may be released for these allowed uses. Agencies linked to the voter database cannot save or reuse voter data for other purposes, and election officials cannot directly read DMV files. Voter, safety, and master jury lists are confidential and used only for jury selection; courts must report errors back to the state. The secretary of state and the commissioner of safety may sign agreements for services, which are provided only if election-fund money is available.
