Paid family leave and job protections ended
Beginning 60 days after passage, the state paid family leave program ends. The law repeals the premium fund, the stabilization trust, and the state purchasing pool. Employees lose the state job protections tied to taking family medical leave. The program’s eligibility and benefit rules no longer apply in state law.
Business paid-leave tax credit repealed
Beginning 60 days after passage, the business enterprise tax credit tied to the state paid family leave plan is repealed. Businesses can no longer claim this credit. The fiscal note indicates the earliest impact is on taxable year 2026 returns, filed in FY 2027 and FY 2028.
Insurance rules updated after repeal
Beginning 60 days after passage, insurance definitions and filing rules remove references to the paid family leave program. Accident and health insurance now covers policies under RSA 415, 415-E, 420-A, 420-B, and 420-C. Insurer policy forms under those chapters must follow filing rules there. The law also repeals the rule for depositing taxes on paid family leave premiums.
