State retirees can cover dependents to 25

The law removes the full-time student rule for ages 19–25 under the state retiree health plan. Fully dependent children, including minors and those ages 19–25, qualify if a dependency certificate is on file. A certified dependent child with a disability also qualifies if living with you or living in an institution and cared for by you or your spouse. Coverage is available only if you pay the full‑cost premium set by the Department of Administrative Services (fiscal note estimate: $1,044.42 per month for a non‑Medicare dependent). You may stop this coverage at any time. The law takes effect 60 days after passage.
