Counties can form communications districts
The law lets a single county create a communications district. A district can also include two or more cities or towns. Counties, cities, towns, unincorporated towns, and unorganized places can be members. The act takes effect 60 days after passage.
Planning committees and public notice for districts
Governing bodies of two or more towns, or one county, can set up an unpaid planning committee. Each town names at least two members. The committee elects a chair, clerk, and treasurer, and can repay members for direct costs. Towns in a county-wide effort may vote to sit out and can join later under state law. If the committee decides a district is desirable, it must draft a district agreement and hold a public info session in each named town. The proposed agreement and the state communications-district law must be available before and at any hearing. Notices must be in local newspapers or on town and county websites, posted in a public place in each town, and sent to the towns’ governing bodies.
