Mandatory training for judges and staff
The Supreme Court creates a Judicial Training Coordinator by July 1, 2025. Judges must complete orientation and training within three months of hire. Nonjudicial court staff hired on or after July 1, 2025 must also finish training within three months. Judges receive at least one hour on ethics, professionalism, implicit bias, mental health, and domestic violence. Judges, court administrators, clerks, and the AOCC director must complete continuing education as required. By January 1 each year through 2030, the Chief Justice reports on bail commissioners’ numbers, expected attrition, training hours, and any system concerns.
Faster first appearance, updated hearing times
The law requires your first court appearance within 24 hours after arrest, not counting Saturdays, Sundays, or holidays. If a bail commissioner orders your release, you are entitled to a hearing before a justice within 48 hours, excluding Sundays and holidays. If you are detained for default of recognizance or for breaking release conditions, the court may take up to 48 hours for a bail revocation hearing, not counting Saturdays, Sundays, or holidays. To change a release order in superior court, the motion must include certified copies of the complaint, affidavit, warrant, bail slip, and related orders.
Magistrates eliminated; cash bail rule repealed
The law removes the magistrate system and its 2024 funding. Judges and bail commissioners now handle those duties. It also repeals a cash bail subsection, which may change how cash bail is used under state law. All of these changes take effect 180 days after the act is passed.
