More cleanup help for small fuel sites
The law raises cash help for owners of on‑premises‑use facilities who show financial need. You can get up to $4,000 to meet local and Department operating standards (was $3,300). You can get up to $4,500 to abandon or remove an underground storage tank (was $2,500). These changes take effect June 30, 2025.
Updated per-gallon fees for oil importers
Beginning January 1, 2026, oil importers must hold a license and pay fees each month by the gallon. Rates are $0.01546 for on‑road and off‑road gasoline and diesel, $0.02715 for heating fuel and related diesel products and used oil for on‑premise heating, $0.01478 for motor oil, and $0.00215 for other oil. The first $125,000 each fiscal year goes to the general fund. The rest goes to the oil pollution control fund and the oil discharge and disposal cleanup fund, as allocated each year. Beginning July 1, 2035, a single $0.00215 per‑gallon fee applies, with the first $125,000 to the general fund and the remainder to the oil pollution control fund.
Key start dates and delays
Most of this act takes effect June 30, 2025. Section 3 starts January 1, 2026. Section 4 starts at 12:01 a.m. on July 1, 2035. The law also delays sections 3, 8, and 16 of a 2015 law to 12:01 a.m. on July 1, 2035.
