Bill Overview

Analyzed Economic Effects

2 provisions identified: 0 benefits, 1 costs, 1 mixed.

Higher fines for problem dogs

Beginning January 1, 2026, fines for dog violations increase. Nuisance offenses: $100 for the first, $200 for a second or later within 12 months. Menace offenses: $200 for the first, $400 for a second or later within 12 months. Vicious offenses: $400 for the first, $1,000 for a second or later within 12 months. If your dog is found vicious for attacking someone, you must pay that person’s medical bills.

Dog fine payment and court rules

Beginning January 1, 2026, you can pay the civil forfeiture to the clerk where the dog is owned or kept within 96 hours of notice. Paying fully settles the penalty and waives a court hearing or prosecution. If you have paid two forfeitures in any 12-month period, you cannot pay again during that period. Later violations in that period must go to district or municipal court. If a vicious dog threatens public safety, officials start court right away instead of offering forfeiture.
