Off-grid power exempt, with strict limits

The law sets rules for off-grid electricity providers. To qualify, they do not connect to the state grid, do not locate in or cross a road or right-of-way, do not cross state lines, and operate independently of existing utilities. Starting when the law passed, providers that begin operations after that date are exempt from Title XXXIV and are not public utilities. They still must follow other laws, like highway safety rules and RSA 162-H. If they later connect to the grid, enter a road or right-of-way, or cross state lines, they lose this status and must follow Title XXXIV immediately.
