State maps offshore projects affecting NH

The coastal program develops a Geographic Location Description and sends it to NOAA for approval. It covers federal waters activities, including offshore wind, that can affect New Hampshire’s coast. This helps identify and protect coastal resources and uses.

New state Office of Energy Innovation

The law creates the Office of Energy Innovation inside the Department of Energy. The office advises the governor, agencies, the utilities commission, and lawmakers on Gulf of Maine clean energy and related power purchases. The Department sets up a Grid Modernization Advisory Group. The office also includes a Coordinator of Nuclear Development. A Hydrogen Advisory Committee brings stakeholders together on hydrogen policy.

Offshore wind commission and studies repealed

The law repeals the offshore wind and port development commission. It also repeals a statute that required extra studies or mitigation for Gulf of Maine offshore wind projects. Developers face fewer procedures, and the state loses a coordinating body and some study or mitigation requirements.

Applicants pay for power purchase studies

Before approving offshore wind power purchase agreements, the utilities commission checks required statutes to the extent they are completed. Applicants must pay for the required studies. Those study costs are recoverable expenses.

Rules for Renewable Energy Fund money

The Department of Energy can use remaining Renewable Energy Fund money, except Class II funds, including for the Office of Energy Innovation. Class II money mainly supports solar energy in New Hampshire. New staff paid from the fund must be approved by the legislature’s fiscal committee. The department cannot add staff just because useful thermal energy was added to Class I production.

More job training funds, old committee ends

The Workforce Development and Innovation Fund can now get money from state appropriations, federal and other grants, Gulf of Maine wind lease proceeds to New Hampshire, and business contributions. The law repeals the offshore wind workforce training center committee. Training can still be funded, but that committee no longer oversees it.
