Study on leaving New England grid
The law requires the New Hampshire Department of Energy to study leaving ISO New England and other ways to protect New Hampshire electric customers from paying for other states’ policy costs. The study covers costs and benefits, reliability, legal limits, and alternatives to a regional market. It is paid for by the Special Utility Assessment under RSA 365:37; the fiscal note estimates costs above $200,000 and says a consultant may be needed. The department must deliver a report to the Senate and House energy committees within one year of passage. The law takes effect upon passage.
