Patient rights added, then repealed, in DHHS contracts
DHHS contracts and contract changes signed on or after the section’s effective date must include the patients’ bill of rights (RSA 151:21) where it applies. The law repeals this contract requirement on November 30, 2026.
More notice before property reappraisals
Beginning July 1, 2026, towns with over 10,000 people that plan yearly market‑value appraisals must hold two public hearings and take a majority vote before authorizing them. They must give each property owner notice of any assessed‑value change at least 45 days before the final tax bill, and post notices in a local paper, online, and at public posting places. Also starting July 1, 2026, any town that does a reappraisal must give the same 45‑day notice using the same channels.
Hampton Beach pier fund for accessibility
Beginning July 1, 2025, the state creates the Hampton Beach State Park Pier Fund to design, permit, build, and maintain an accessible pier. The Division of Parks and Recreation runs the fund and must consider the October 28, 2022 feasibility study and the needs of people with disabilities. The fund can receive gifts, grants, and bequests, and is added to the state receipts list. For the 2025–2027 budget period, the law appropriates $1 to start the fund.
Schools barred from housing non-admitted immigrants
Public school districts, charter schools, public academies, and public colleges that get state money cannot use their buildings to shelter immigrants who have not been admitted to the U.S. Short‑term emergency shelter after a federally or state‑declared disaster is still allowed for up to 72 hours.
