Ban on gender surgery for minors

The law bans gender surgery for anyone under 18. Doctors cannot perform transgender chest surgery on minors. Breast surgery for minors is only allowed for cancer care, removing malignant tissue, reconstruction after injury or infection, treating gynecomastia or symptomatic macromastia, or fixing congenital deformities. The law expands what counts as gender surgery to include genital, chest, facial, and removal of reproductive organs. Doctors who perform or refer these surgeries for minors face professional discipline, not criminal charges.

Quality programs and dementia training

Residential care facilities must run a quality assurance program to keep care safe. Covered staff must complete at least 6 hours of initial dementia training. They must also get at least 4 hours of dementia continuing education each year with new best practices.

Stronger oversight of care facilities

The health department can investigate residential care facilities after complaints or suspected violations and issue written findings. The state posts inspection results online, and facilities must post “notices to correct.” Facilities must post their visitation policy on their website, and patient rights language aligns with each facility’s written policy. Civil penalties paid by facilities go into a dedicated, interest‑earning account used to protect residents.

Abortion data reporting and fines

Providers who perform abortions must record nonidentifying details for each procedure. Medical facilities must send an aggregated, nonidentifying report to the health department. The department compiles statewide statistics and reports to lawmakers. A facility that willfully fails to report pays $100 for each business day it is late. The fine equals $100 times the number of late business days.
