Bill Overview

Analyzed Economic Effects

4 provisions identified: 3 benefits, 1 costs, 0 mixed.

Budget task force on addiction spending

The chair forms a budget task force named in law. It reports twice a year on state spending for substance misuse work. It recommends budget priorities for prevention, treatment (including harm reduction), and recovery services.

State commission coordinates addiction response

The law creates a statewide commission to guide prevention, treatment, harm reduction, and recovery. It sets who serves on the commission and requires a member to be chair. The division director serves as executive director without extra pay, and 12 members make a quorum. All executive agencies must support the commission and quickly share program and cost data when asked.

Task forces for prevention and recovery

The chair creates task forces on prevention, treatment and harm reduction, recovery, and program review. Each task force is led by a commission member. Youth and other members can take part for one-year terms. The groups write missions, report on programs and funding, and flag gaps that need action.

Mileage pay for legislative members

Legislative members serve on the commission for their two-year term. They get mileage at the legislative rate when doing commission work. This creates a small ongoing state expense.
