Three-year gaming licenses and higher fees
Facility, game-operator employer, primary operator, and secondary operator licenses now last three years. Fees per three-year license are: facility $750; game-operator employer $2,250; primary operator $300; secondary operator $90. Licensees must tell the Lottery Commission right away if they are arrested or convicted of any crime.
Local votes can ban keno
Towns and cities can vote to ban keno. A petition signed by 5% of registered voters can force the question onto the ballot. Officials must hold a hearing 15–30 days before the vote, with notice posted and in a newspaper at least 7 days before. If most voters say Yes, keno cannot run there; the ban can be undone by a later vote. The Lottery Commission runs and enforces keno and keeps a list of places that ban it. Businesses in a banned place cannot get a keno license or offer keno. Retailers can sell keno only where it is allowed and cannot show keno on an active screen. Keno applicants must document they will operate only in places that allow keno.
Local votes can ban games of chance
Your town or city can put a ban on games of chance on the ballot. Officials must hold a hearing 15–30 days before the vote, with notice in two public places, on the town website, and in a local paper at least 14 days before. If most voters say Yes, no new games can start there. The town or city can vote later to lift the ban. County delegations can do the same for unincorporated places after a hearing. The Lottery Commission keeps a list of places that ban games. Towns that ban can still allow a set number of local charity gaming events and require charities to register. Existing licensed operators and timely applicants are protected, unless an operator stops for over 4 years or an approved applicant does not open within 6 years.
When the new rules take effect
Sections 2, 3, and 5 take effect January 1, 2027. The rest of the law takes effect July 1, 2025.
