Charter records kept 60 years, with fees

Charter schools must keep student records for 60 years, and when a charter closes, all records move to the Department of Education for 60 years. Records include courses, grades, credits, test results, health notes, discipline, and special education files. The Department posts instructions online and must give you a certified copy of your record when you ask and pay any required fee. The Department sets a fee schedule to cover storage and retrieval; fees go into a non‑lapsing Closed Charter Schools Fund that is always available for this work. The State Board may set rules for record care and fees, the state adds this fund to its receipts list, and these changes take effect now.

Stronger charter oversight and student protections

The State Board can place a charter school on probation for up to one year with a remedial plan, and revoke a charter for listed legal, fiscal, or safety failures; it may revoke immediately if students face extraordinary risk. Parents of enrolled students and host or receiving district school boards can file a written petition asking for revocation. During probation, the Department may require an escrow account to cover closing, legal, and audit costs. A charter must meet the academic goals in its application to be renewed. If a charter closes, assets go to the local district at no cost, the district is not liable for the charter’s debts, parents may apply to other eligible charters, and the sending district must still educate the pupil.
