State fund and grants for school defibrillators
Beginning July 1, 2025, the state creates a nonlapsing AED Fund run by the Division of Fire Standards and Training and EMS. The division can buy and distribute defibrillators to schools and accept gifts and grants, and fund deposits are treated as dedicated receipts. The law also provides $80,000 for the year ending June 30, 2026 and $80,000 for the year ending June 30, 2027, subject to the Governor issuing warrants. Schools can apply to buy FDA-standard defibrillators, replace pads and batteries, pay for CPR/AED and basic first aid training, and get education materials. Priority goes to Title I schools, high-need districts, or schools where at least 50% of students get free or reduced-price meals; schools must submit their written sports emergency plan to the EMS bureau to receive funds.
Stronger safety rules for school sports
Beginning July 1, 2025, every public and nonpublic school with grades 4-12 must keep a written emergency plan for sports injuries. Plans list response steps, name trained staff, give venue locations, and show where gear and defibrillators are. If a school has defibrillators, it must keep them maintained, easy to reach, and well marked at each athletic venue, following American Heart Association or similar national guidelines. Plans must include heat stroke cooling steps that match guidance from ACSM and NATA. For grades 6-12, someone trained in CPR must supervise all organized, school-sponsored sports.
