New voluntary police accreditation program

The law creates a voluntary state accreditation program for law enforcement agencies. It is run by the New Hampshire Law Enforcement Accreditation Commission and attached to the Police Standards and Training Council. The commission publishes standards based on national models and checks agencies that enroll. It can grant, suspend, revoke, and renew accreditation for enrolled agencies to improve services and trust.

Membership, rules, and fees for commission

The commission’s members include the attorney general, the police training director, one senator, one representative, three police chiefs (one from a very small department), one sheriff, a college representative, and a public member. Groups nominate and the governor appoints, and also names the chair, vice chair, and secretary. The chair calls meetings; a majority is a quorum; official actions need a majority vote. The commission can set rules and charge fees under RSA 541-A, and can adopt bylaws. It can accept public or private grants and donations, which go to the state treasury in the council’s account and do not lapse; use must follow budget rules and any donor conditions and be listed in the annual report. The commission may delegate duties to the Police Standards and Training director.
