Bill Overview

Analyzed Economic Effects

11 provisions identified: 0 benefits, 0 costs, 11 mixed.

Licensing changes for psychologists and school psychologists

The law sets clear steps to get a psychology license: a doctoral degree, two years of supervised work, exams, fees, and fingerprints. Exams happen at least once a year. Unlicensed practice is a crime, and sexual relationships with clients are misconduct. Board members doing board work must follow professional ethics. The text for insurer payments now points to NH‑licensed psychologists, and older sections on telemedicine, fees, nonresident and temporary licenses, renewals, and discipline are repealed.

Podiatry licenses, training, and scope updated

The office issues podiatry licenses when a complete application, fees, exams, and character standards are met. It also issues training licenses for accredited residents and fellows; these cover only program work and end if you leave the program. Licensed podiatrists may diagnose and treat the foot and lower leg; hospitals set surgical privileges. General anesthesia is not allowed under this license. Licenses last up to one year and must be renewed, and some older podiatry rules are repealed.

Alcohol and drug counselor board rules updated

The board can hold hearings, enforce discipline, approve continuing education, and choose national exams. The law adds standards for judging restitution and rehabilitation for applicants with records. It repeals older sections on committees, records, telemedicine, discipline, unlawful acts, penalties, and exemptions.

Architecture and landscape rules updated

The law removes listed sections for landscape architects and architects on administration, expirations and renewals, discipline, and violations. This updates and consolidates how licensing and oversight are handled under the state licensing office.

Land surveyor licensing and rule cleanup

The office must issue a land surveyor license when you meet all requirements and pay the fee. The law repeals older rules on renewals, nonresident practice, and discipline. This shifts details to the unified licensing framework and removes duplicative sections.

Mental health licenses move to OPLC

The state licensing office issues licenses for LICSWs, school social workers, counselors, marriage and family therapists, and pastoral psychotherapists when requirements are met. New applicants must submit a criminal history release form and fingerprints. Board members must live in New Hampshire, be licensed, and follow ethics while doing board work. Managed care text now points to practitioners licensed in‑state. Older statute sections on fees, renewals, telemedicine, and discipline are repealed.

New electrician exam and application rules

You must file a written application and pay the office’s fee to take the electrician exam. Exams may be written, oral, or computer-based. If you fail the first test, you can retake a board‑approved exam within one year, and then as often as you want.

Auctioneer age and character rule changes

You must be at least 18 years old on the date the office gets your auctioneer application. The law repeals a character‑qualification subsection, which may help some applicants.

New permits and licenses for fight events

Promoters must get a permit for each day of a professional fight event and pay office‑set fees. Contestants and event officials must hold licenses. Promoters must file a report within 72 hours with ticket counts and gross receipts. Amateur cards now last two years, and the office may waive fees for charity exhibitions and set different permit fees by bout type.

New rules for engineer licenses and firms

Engineer applicants must use office forms, swear to education and work history, and provide five references, including three licensed PEs. The office issues licenses when requirements and fees are met. Licensed engineers must buy and use an approved seal; stamping after expiration or revocation is a crime. Firms must get a certificate of authorization, list responsible engineers, renew, and report changes within 30 days. Some older nonresident and enforcement sections are repealed.

State office issues licenses; changes start in 60 days

The executive director must issue licenses when applicants meet the law and board rules. Any license given by mistake or based on wrong information can be revoked. All changes in this act take effect 60 days after passage.
