Net metering stays, cap removed
Electric utilities must keep offering a standard net metering tariff to eligible customer‑generators. That standard tariff matches the default supply rates and charges. Investor‑owned utilities also must offer an alternative net metering option that follows past commission orders until new tariffs are approved. The law also removes the legal cap on total net‑metered capacity, opening access for more rooftop solar and similar systems.
Rules for community power aggregation
The Public Utilities Commission must set rules for municipal and county electricity aggregation. These rules cover how aggregators and utilities work together, metering, billing, customer data access, notices, and how to restart an aggregation. Complaints about aggregators or utilities under these rules go first to the Department of Energy, and non‑residential complaints are posted publicly. Some usual state procedure rules do not apply to these complaints and related proceedings.
Choose how suppliers contact you
The Department of Energy starts a rulemaking within 60 days to let residential and small business customers choose how competitive electric suppliers contact them. You get an enforceable choice on communications. This changes how messages are sent, not your rates or charges.
Quarterly DOE assessments on utilities
The Department of Energy estimates annual expenses and bills assessments each year on Sept. 15, Nov. 15, Feb. 15, and April 15. If an entity’s total is under $10,000, the full amount can be billed on Sept. 15. Entities registered by July 1 owe the full‑year assessment.
New rules for utility complaints
You must first file with the DOE consumer services division and use its remedies before making a formal complaint. The DOE can investigate and resolve complaints informally and can close a case if the company fixes the problem and makes reparation. If issues remain, the DOE can start its own case or, if you ask and the matter is for the Commission, transfer it there. Some usual state administrative procedure rules do not apply to DOE complaints. The chapter also generally does not cover end users of certain phone and internet carriers, except for listed topics in law.
