Bill Overview
Analyzed Economic Effects
3 provisions identified: 3 benefits, 0 costs, 0 mixed.
Mileage paid for legislator council travel
Legislative members of the council receive mileage at the legislative rate for council duties, such as meetings and official work. This reimburses senators and representatives for travel costs tied to the council.
New statewide career and technical education council
The law creates a statewide Advisory Council on Career and Technical Education. Members include one state senator, two state representatives, the state CTE director, the business and economic affairs commissioner or a designee, and the community college chancellor or a designee. It also includes three CTE directors, a school board member, an SAU administrator, a BIA NH representative, an NH Businesses for Social Responsibility representative, five industry or skilled trades representatives appointed by the governor, and a high school counselor. Appointed education and industry members serve three-year terms and may be reappointed up to two more terms; terms are staggered. The council elects a chair for no more than two years, sets yearly expectations, and meets at least every other month; seven members make a quorum. The law takes effect 60 days after passage.
State sets career and technical education goals
The council studies career and technical education and makes statewide recommendations on laws, rules, policies, and administration. It reviews student access and delivery and how to recruit and keep skilled CTE teachers. Each year it studies business and industry needs using labor market data and long‑term trends and promotes partnerships among industry, CTE centers, and community colleges. It sets yearly goals for completions, dual or concurrent enrollments, extended and work‑based learning, and industry‑recognized credentials. By November 1 each year, it files a report to legislative leaders, education committee chairs, the governor, and the state library with progress on a structure for work‑based learning credentials and all required topics.
