Back-up nurses to keep room open
If the employed nurse is absent, the Department of Health and Human Services provides a licensed RN on a temporary basis. If the department cannot provide one, it negotiates a contract nursing service for the committee. The House Chief of Staff and DHHS jointly handle the daily coordination of any contract nurse.
State House health room with nurse
The law creates a Health Service Room in the State House. The legislative facilities committee equips and maintains it, and employs a licensed registered nurse. The room stays open whenever the State House is open for business. Costs, including any contract nurse, are paid from the legislature's joint expenses appropriation. The act takes effect 60 days after passage.
Nurse oversight changes and limits
Any nurse in the State House health room must work within the state Nurse Practice Act (RSA 326-B). The law removes the prior rule that the DHHS commissioner provide medical supervision for the employed, temporary, or contract nurses. This keeps practice within legal bounds but reduces DHHS's formal medical oversight.
