Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 0 costs, 2 mixed.

State helps pay employee health premiums

The state pays part of health insurance premiums for its employees. The state’s share follows the premium terms in your collective bargaining agreement. This lowers what you pay for coverage, and can also lower costs for eligible family members.

New leave and discipline rules for state workers

The personnel department can now make rules on unpaid medical leave and employee discipline. These join other personnel rules, like transfers and termination payouts. This can improve access to unpaid medical leave, but may also add new requirements or penalties in discipline cases.

State job conversions and temporary pay grades

The personnel department can convert some unclassified or qualifying classified jobs to exempt-salary positions if they meet federal overtime rules and the state’s definition of exempt salary. For current workers, conversion is voluntary; agencies can also convert a job when it becomes vacant. If your job is converted, you are placed at the closest pay rate and step so you do not lose pay. Exempt-salary jobs are usually not overtime-eligible, so your overtime pay rules can change. For new unclassified jobs created by law, the commissioner can set a temporary grade and step until the final rating is approved.
