Bill Overview
Analyzed Economic Effects
3 provisions identified: 1 benefits, 0 costs, 2 mixed.
Keep net metering without leaving markets
The law protects your current net metering status. Changes apply only going forward, so facilities that already qualify or already participate stay eligible. If your generator took part in ISO New England power markets on January 1, 2025, you do not have to leave those markets to get net metering. These protections start January 1, 2026.
Meter types and costs by system size
For facilities up to 100 kW, the law uses a single net meter. For facilities over 100 kW, it requires a bi-directional metering system that records flow both ways. Customer-generators do not pay for a single net meter installation. They must pay for or install any required bi-directional metering system. If you already have an interconnection agreement, you may have to replace a meter, but you cannot be forced to move meters or add meters where none were required before. These rules start January 1, 2026.
Utilities commission can test and tailor net metering
The Public Utilities Commission keeps developing and reviewing alternative net metering tariffs in formal cases. It decides how widely each tariff is available in each utility’s service area. The commission can waive size limits and other terms when doing so is just and reasonable. It can also approve time- or size-limited pilot tariffs. This work begins January 1, 2026.
