Clear rules for home batteries and electric cars
The law clarifies which behind-the-meter batteries and grid‑integrated electric cars count as distributed storage. Systems only qualify if they are behind a retail meter on a New Hampshire distribution grid and do not participate in ISO New England wholesale markets. Starting July 1, 2025, state rules treat those systems as distributed storage.
Some generator rules dropped for energy storage
Beginning July 1, 2025, electric equipment that counts as energy storage is no longer subject to certain state generator rules. If your battery or storage system meets the legal definition of energy storage, those generator rules no longer apply. This can cut paperwork and speed projects for owners and operators.
New grid reliability task force with funding
The law creates the Energy Reliability Task Force, attached to the Department of Energy, to study grid reliability and energy storage. Members include lawmakers, the DOE, business, storage developers, and utilities. The first meeting is within 45 days of July 1, 2025, and five members make a quorum. The task force must deliver findings and any proposed bills by December 1, 2025. The state provides $250,000 from the Renewable Energy Fund to pay a consultant and expenses. The law ends the DOE’s separate energy storage investigation on July 1, 2025, and the task force itself ends on December 1, 2025.
