New felony and registry for child intimate images

Beginning January 1, 2026, the law makes it a crime to knowingly create, produce, manufacture, or direct an intimate visual image of a child without a parent or guardian’s consent. A child is covered if they can be identified from the image or from information shown with it. Consent can be explicit or implied. The crime is a Class B felony. People convicted must register as offenders for a child-related crime and are classified as Tier II. The law defines what counts: photos, videos, digital or computer-made pictures, including realistic synthetic images. “Intimate parts” means the genitals, pubic area, or anus, whether uncovered, partly covered, or seen through transparent clothing, and, for females, a partially or fully exposed nipple.
