Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Newborns covered under birth mother's plan

The birth mother's health plan is the primary coverage for the baby from the moment of birth. The baby’s care under her plan has no extra cost sharing. Coverage is the same as for others on the plan and includes care for medically diagnosed birth defects. If the birth mother has no insurance or no newborn coverage under an employer plan, the other parent’s policy may cover the baby. These rules apply to all policies issued or delivered in the state, including policies in force on July 5, 1975.

Grandchildren not covered past 31 days

If the newborn is your grandchild (the child of your dependent child), coverage does not continue past 31 days unless your policy clearly allows grandchild coverage. Newborn grandchildren are not treated as your dependents under the policy unless it is stated.

First 31 days covered for newborns

If your plan charges a separate child premium, your newborn is covered with no extra premium for the first 31 days. To keep coverage after day 31, you must tell the insurer and pay the required child premium within 31 days of birth.
