State fund backs senior tax exemptions
Beginning July 1, 2025, the state runs a fund to repay towns for property tax breaks for elderly, disabled, blind, and deaf homeowners. The fund gets money from video lottery revenue under RSA 287-J:6, II(b)(2). By May 1 each year, the Revenue Department sends totals to the Treasury. Towns are paid by July 31. If the fund is short, payments are pro‑rated. The department reports amounts paid by October 1.
One self-exclusion list for all gaming
Beginning July 1, 2025, you can add yourself to one statewide self‑exclusion list for all legal gaming in New Hampshire. The commission hires an agent by competitive bid, approved by the governor and council. The agent passes criminal and financial background checks. The commission can require licensed vendors to use the system. Your record stays confidential unless you give written consent.
New three-member lottery and gaming commission
Beginning July 1, 2025, New Hampshire has a three‑member Lottery and Gaming Commission. The governor appoints members with council approval. First terms are one, two, and three years; later terms are three years. Commissioners cannot have financial ties to gaming suppliers, agents, or licensees. The commission also sets rules to license and enforce video lottery operations.
New licenses and rules for VLT gaming
Beginning July 1, 2025, video lottery machines must be licensed under a new state program. The commission runs licensing and enforcement with help from the attorney general and local police. It sets rules for applications, operations, cash controls, and recordkeeping. A Video Lottery Terminal takes bills, coins, or vouchers and can pay cash or credits. Devices that use or are played through the Internet are not allowed as VLTs. The law also defines a "wager" as a bet.
