State banks' single-borrower cap updated

The law sets how much a New Hampshire state bank can lend to one borrower. The cap is the greater of the federal national bank limit or 20% of the bank's capital. A bank can lend another 5% (up to 25%) if the part above 20% is fully secured by U.S. government obligations. Banks also may not make loans or loan groups that threaten the bank's safety and soundness.

State bank charter and change rules

Organizers applying to start a New Hampshire state bank must submit a capital plan, a business plan, and pro forma financials for the first 3 years. This replaces the old 5-year projection requirement. For the first 3 years after a bank gets its certificate, any material change to its plans needs the commissioner's approval before it takes effect.
