Cities can't change state building, fire codes
Starting July 1, 2025, cities and towns cannot pass new rules that change state building, energy, or fire codes. Local changes in effect on July 1, 2025 stay valid only if adopted under state procedures. Local changes adopted before July 1, 2024 must be sent for state review within 60 days after July 1, 2025. They go to the building code review board or the state fire marshal. The state can withhold confirmation if a local rule conflicts with, weakens, or replaces the state code. If not submitted on time, or if confirmation is withheld, the local rule cannot be enforced. City boards may only adopt rules or national codes that do not conflict with and are not weaker than the state codes.
