New tuition rules for CTE students
Beginning July 1, 2025, sending schools must pay receiving schools for CTE students. For full-time students, the payment is at least 80% of the sending district’s average cost per pupil. For part-time students, the payment is at least 80% of that cost divided by 5, times the number of credits. Students with 3 or more non-CTE classes are full-time; fewer than 3 are part-time. The Department of Education’s most recent cost-per-pupil data sets the amounts.
State helps fund CTE tuition
Beginning July 1, 2025, the state provides funding for students who qualify to attend a receiving CTE school. The Department of Education can pay tuition from its regular budget for eligible full- or part-time sending-district students, including those who qualify under RSA 188-E:1-a, VI.
Aligned calendars and CTE transportation
Beginning July 1, 2025, regional CTE agreements must line up school calendars so students do not miss classes. From after Labor Day to the last student day, no more than 10 instructional days can be misaligned. The education commissioner does not approve agreements that fail this. One-year waivers are allowed for emergencies, but not past July 1, 2026. Sending schools must provide transportation to and from the receiving CTE school for part-time and full-time students.
More ways to enroll in CTE
Beginning July 1, 2025, each region must create a CTE access program by January 1, 2026. Students from sending districts can take CTE and academic classes at the receiving school on the same basis as its own students. Seats are apportioned the same way for program students as for other sending and receiving students. You must be accepted and enrolled in at least one CTE class to participate. Students at non-public or charter schools may enroll in a closer CTE center if it is nearer than their assigned one.
