Clear fiscal labels on bill summaries

Beginning July 1, 2025, every bill or joint resolution summary must clearly state fiscal effects. It must include three statements: effect on local governments, the State, and the State Highway Fund. Each statement uses set options in law, such as “May have Fiscal Impact” or “No.” The local-government line can also flag if a bill increases or creates jail terms. Legislative Counsel consults the Fiscal Analysis Division to include accurate fiscal details. If an amendment adds or removes an appropriation, Legislative Counsel updates the summary to show that change.

Faster deadlines for fiscal notes

Beginning July 1, 2025, state agencies must return fiscal notes within 5 working days. The Fiscal Analysis Division may allow up to 10 more working days if research is needed. Local governments must check if a bill cuts their revenue or raises their costs. If so, they must return a fiscal note within 8 working days, with up to 7 extra working days allowed for extended research.
