Notice required before brain-stimulation pilots

Beginning October 1, 2025, you must notify the Director of the Legislative Counsel Bureau before any brain-stimulation pilot starts. The notice must name who runs the research, explain its purpose and scope, say if it uses transcranial magnetic stimulation or electromagnetic brain pulse treatment, list locations, and show all licenses and approvals. You may not run a pilot unless you follow these notice and reporting rules. These rules end September 30, 2027.

Reporting and privacy for brain-stimulation pilots

While a pilot is active, you must file a report at least once each calendar quarter. It must include participant counts, grouped demographics, baseline health and mental health, treatment results, and safety or ethics monitoring data. After the pilot ends, send a final report with results and any recommendations. Teams running the same pilot may file one shared report. Reports and notices must not include any information that can identify a subject. The Legislative Counsel Bureau only receives these filings and does not review or act on them. These rules apply from October 1, 2025 to September 30, 2027.
