AN ACT relating to community development; requiring certain records to be maintained by the board of trustees of certain general improvement districts; increasing the compensation of the board of trustees of certain general improvement districts; requiring a general improvement district created for acquiring television maintenance facilities to report certain information annually to the board of county commissioners of the county in which the district is located; exempting certain general improvement districts from an annual publication of certain notices of budget adoption and filing; revising provisions governing the procedure for applying for transferable tax credits for affordable housing and the transfer of such tax credits; and providing other matters properly relating thereto.

Higher pay cap for district trustees

Beginning October 1, 2025, trustee pay limits change. Districts with certain utility powers can pay up to $14,500 a year. Other districts keep a $6,000 cap. Pay is monthly only if the budget allows and a majority approves. Any increase can start only on January 1 after the next biennial district election. PERS contributions are not part of this pay.

Shorter deadline for housing tax credits

Beginning July 1, 2025, sponsors of affordable housing projects can file the final tax credit application as late as 15 days before closing. The old rule was 45 days. Use the Division’s form and include all required items. The Division reviews and issues transferable credits after it confirms the project meets the rules.

Stronger records and online posting for districts

Beginning October 1, 2025, general improvement districts must keep audio recordings or transcripts of all board meetings. Property owners and the public can inspect these records and get minutes or recordings for free. The district must post minutes, budgets, audits, and financial statements online, or send them to the county to post in ADA‑accessible form. Treasurers and any officer who handles money must keep permanent accounts and file a surety bond of up to $50,000, in an amount set by the county.

TV facility districts must report yearly

Beginning October 1, 2025, any district formed to acquire TV maintenance facilities must file a yearly report with the county. The report must show the budget and spending, equipment status, license status, and say if the district should continue.

Small districts get budget notice relief

Beginning October 1, 2025, a district with a petition granted by the Department of Taxation under NRS 354.475(1) does not have to publish budget notices under the state budget law. Even if exempt, the board must still publish its budget, financial statements, and audits required by NRS 318.085.
