AN ACT relating to the Legislature; revising provisions relating to the Interim Retirement and Benefits Committee of the Legislature; eliminating the duty of the Fiscal Analysis Division of the Legislative Counsel Bureau to perform certain budget stress testing; abolishing the Legislative Bureau of Educational Accountability and Program Evaluation within the Fiscal Analysis Division; and providing other matters properly relating thereto.

State budget stress tests ended

The law ends the requirement for the Fiscal Analysis Division to run a budget stress test every two years. Those tests compared future state revenues and spending for major state funds and were posted for the Governor and Legislature. This regular source of budget risk information stops on July 1, 2025.

Education oversight bureau ended, reports trimmed

The law ends the Legislative Bureau of Educational Accountability and Program Evaluation. Starting July 1, 2025, schools and education agencies no longer send plans or annual reports to that Bureau. This reduces paperwork for districts, charters, and training programs. It also removes a statewide review step that once checked those reports.

The law takes effect on July 1, 2025. All parts of the act start on that date.

New rules for retirement oversight committee

The law sets up how the Interim Retirement and Benefits Committee works. It has six lawmakers, three from each house, and meets only when the Legislature is not in session. If a member cannot attend, an alternate from the same house and party may serve for that meeting. Members and alternates who attend get pay, per diem, and travel from the Legislative Fund. Terms end when the next regular session starts, and service ends the day after the general election if the member is not running or is defeated. These rules take effect July 1, 2025.
