AN ACT relating to Medicaid; creating and prescribing the duties of the Beneficiary Advisory Council of the Division of Health Care Financing and Policy of the Department of Health and Human Services; prescribing requirements governing the membership and procedures of the Council; revising the name of the Medical Care Advisory Committee of the Division to the Medicaid Advisory Committee; adding certain members to the Committee; revising certain requirements governing the operations of the Committee; and providing other matters properly relating thereto.

Medicaid committee adds beneficiary voices

Starting July 1, 2025, the Medical Care Advisory Committee is renamed the Medicaid Advisory Committee. All current members’ terms end June 30, 2025; the Director appoints new members soon after. The committee now includes doctors, dentists, pharmacists, hospital and long‑term care leaders, HMO reps, a division leader, a group that supports recipients, and enough Beneficiary Council members to make at least 25% of voters. Members serve 2-year terms and cannot serve back‑to‑back; first terms are staggered to end July 1, 2026 or July 1, 2027. The Director names a Chair; the Administrator is Secretary; the committee meets at least quarterly and may form subcommittees. Members are unpaid but get per diem and travel; recipient members can also get transportation vouchers, child care paybacks, or other needed help. The committee advises on how to provide and get services and boosts recipient participation.

New council for Medicaid recipients

Beginning July 1, 2025, Nevada creates a Beneficiary Advisory Council in the Medicaid division. It advises on policy, access to care, quality, outcomes, and health equity. The council includes one division leader, at least two current recipients, and at least two current or former recipients or supporters. It is large enough to fill at least 25% of voting seats on the Medicaid Advisory Committee. Members serve 2-year terms and cannot serve back-to-back; first terms are staggered, with some ending July 1, 2026 and others July 1, 2027. The Director makes first appointments as soon as possible after July 1, 2025. The council meets at least quarterly right before the Medicaid Advisory Committee. Members are unpaid but get per diem and travel; recipient members can also get transportation vouchers, child care paybacks, or other needed help.

When these Medicaid changes start

This law takes effect July 1, 2025. The Director of Health and Human Services runs sections 2–7 of the law through the Department’s divisions. The Director keeps the power to appoint and remove staff. These steps set timing and management; they do not change your Medicaid benefits by themselves.
