State union workers get $1,000 each year

Union‑represented classified state employees in listed units (a, c, e–i, k–o) get $1,000 in FY 2025–26 and $1,000 in FY 2026–27. Some units are paid in four equal installments starting July 2025; others follow their contract’s schedule. The state sets aside General Fund and Highway Fund money, including for some higher education and transportation staff. These funds can also pay contract items like uniform or footwear allowances and recruitment bonuses. Any unspent money cannot be committed after June 30, 2027 and must revert by September 17, 2027.

Two 1% raises for state workers

Covered state employees get a 1% salary increase on July 1, 2025 and another 1% on July 1, 2026. It applies to employees in bargaining units (a), (c), (e)–(i), and (k)–(o) included in the Executive Budget; employees whose salaries were already separately retained are excluded. The state funds the increases through the Office of Finance and agency appropriations. FY 2025–26 balances cannot be committed after June 30, 2026 and must revert by September 18, 2026; FY 2026–27 balances cannot be committed after June 30, 2027 and must revert by September 17, 2027. The law takes effect July 1, 2025.

Union contract funding limits and leave

Any part of a state union contract that needs new legislative money is void unless this act specifically funds it. Personal leave and union leave in these contracts do not need an appropriation and take effect. Lawmakers also say the grants in this act are one‑time for 2025–2027, not a promise for future years. These rules apply to agreements in effect during any part of the 2025–2027 biennium.
