Faster consent for foster kids' health care

The law sets 14-day deadlines for health decisions for children in state custody. If the agency must consent, it must approve or deny within 14 days after the caseworker gets written notice. If someone else must consent, the agency must seek it within 14 days and tell the placement right away. If non-emergency care needs a court order, the agency must start the case within 14 days and notify the placement. Anyone with legal standing can still ask a judge for a treatment order.
