AN ACT relating to health care; establishing a fee the State Public Health Laboratory is authorized to charge for certain examinations and tests for the discovery of certain diseases in infants; removing a requirement that the State Public Health Laboratory hold a public hearing under certain circumstances; requiring Medicaid to reimburse such examinations and tests separately from reimbursement for other labor and delivery services and newborn care; requiring the Director of the Department of Health and Human Services to request the establishment of a certain rate of reimbursement for such examinations and tests; and providing other matters properly relating thereto.

Medicaid pays for newborn screening

Beginning July 1, 2025, Medicaid pays up to $150 for required newborn screening, when federal matching funds are available. This payment is separate from delivery and newborn care bills. The state must first ask the federal government to approve a $122 rate. Any higher rate cannot start before January 1, 2026.

State lab handles newborn samples

Starting July 1, 2025, if a required newborn screening must be done by a lab, the sample must go to the State Public Health Laboratory. This helps standardize testing and follow-up across the state.

Local governments exempt from expense rule

Starting July 1, 2025, local governments do not have to follow NRS 354.599 for extra costs from this law.

Caps on newborn screening fees

Starting July 1, 2025, the state lab can charge a fee for required newborn screening. From July 1 through December 31, 2025, the fee cannot be more than $122 per newborn screening. Beginning January 1, 2026, the fee cannot be more than $150, or the Medicaid rate if that is lower.
