County and district hospitals can hire clinicians

Hospital boards can hire physicians, surgeons, and dentists, including residents and fellows. They can set pay, make staff rules, and remove employees. The board decides who joins the medical staff under its standards. This clarifies staffing and may improve local access to care. Changes take effect July 1, 2025.

Hospitals can partner for emergency and crisis care

County and district hospitals can contract with private hospitals or other groups for emergency medical services, including transport. They can also form separate organizations to deliver these services. Hospitals may provide crisis stabilization and other mental health services tied to facilities endorsed, or seeking endorsement, as crisis stabilization centers under state law. They may also offer other services linked to hospital operations and needed for public health. Changes start July 1, 2025.

Accredited doctor training in county hospitals

County hospitals can run training for resident doctors, fellows, and postgraduates. Programs must meet recognition standards of the American Medical Association and be accredited by the Accreditation Council for Graduate Medical Education, or their successors. This supports medical training and the local clinician workforce. The change applies starting July 1, 2025.
