New student phone rules and exceptions

Every Nevada school district must adopt and publish rules for student use of phones and other devices at school and events. Districts must finish adoption by June 30, 2026. The rules apply on July 1, 2026. Policies must limit device use during instruction and use a progressive discipline scale for violations. They must also allow devices in emergencies, to manage a student’s health, when a teacher allows them for classwork, and when listed in an individualized education program (IEP) or a Section 504 plan. The device rules must be included in the student rules of behavior given to families. A covered device is anything that can send audio, text, or pictures to another device; school‑issued devices are not counted.
