Smaller classes in New York City schools

New York City public schools must cut class sizes. K–3 classes are capped at 20 students; grades 4–8 at 23; high school at 25. Physical education and performing groups are capped at 40. The district phases in compliance: for the first three years, 20% more classrooms meet the caps each year; for the next four years, 10% more meet them, so all classes meet the caps by September 2030. Schools serving more low‑income students get priority. The plan is made with the teachers’ and principals’ unions and must be signed by the chancellor and union presidents. Exemptions are limited to lack of space, over‑enrollment, teacher license shortages, or severe economic distress; space exemptions must cite the capital budget; if leaders cannot agree in 30 days, an arbitrator decides. Classes approved for an exemption, and special education classes, do not count toward the yearly targets. The act takes effect July 1, 2026.
