Smaller classes in New York City schools

Beginning July 1, 2026, New York City public schools must follow a class-size plan. The plan was developed with teacher and principal unions and signed by the chancellor. It reduces actual class sizes starting September 2023. By September 2030, classes are capped at: K-3: 20; grades 4-8: 23; high school: 25. Physical education and performing groups are capped at 40. In years 1-3, 20% more classrooms must meet the caps each year. In years 4-7, 10% more classrooms must meet the caps each year. Special education and exempted classes do not count in these percentages. The plan focuses first on higher-poverty schools. Limited exemptions are allowed for space, over-enrollment, teacher license shortages, or severe economic distress. Exemptions need approval by the chancellor and union leaders, or an arbitrator after 30 days.

School aid targeted to high-need students

Beginning July 1, 2026, New York City’s contract for excellence must state how extra foundation aid or grants are used. The spending must mostly help students with the greatest needs. This includes English learners, students in poverty, and students with disabilities.
