Dog license applications now include a clear, separate box to make a voluntary donation to the municipal pound or a contracted shelter. The form may show suggested amounts, and you can give any amount or nothing at all. Municipalities must place these donations in a special fund, track them, and pay them each year to the organization named on the form. The law forbids using these donations to replace existing public funding for shelters.
