The law lets the Town of Niagara stop using about 5.1 acres of named parkland and sell it to David Gaines for residential improvements. The town board sets the terms, and the sale must be at fair market value. The town must put at least the same amount of money into buying new parkland or making capital improvements to parks. If the land got federal funds, the town must first meet federal rules and provide replacement land of equal value and usefulness. This authority applies only to the parcels named in the law and is now in effect.
