Bill Overview

Analyzed Economic Effects

4 provisions identified: 2 benefits, 0 costs, 2 mixed.

Camera accuracy, signs, and privacy rules

Each camera must pass a self‑test every day and a yearly check by an independent lab. Operators are trained and keep daily setup logs. The city posts advance warning and speed limit signs that meet national standards. Photos should avoid showing drivers or passengers when possible. Images are used only for tickets and are destroyed when the case is final or one year after the notice, whichever is later. These images are not public records and can be released only with a warrant or judge‑signed subpoena for criminal cases.

City reports and competitive bidding rules

New Rochelle must file a yearly report by June 1 while the program runs. The report lists camera locations and dates, crashes and injuries, violations by speed and zone, notices, adjudication results, total fine revenue, and program expenses. If the city buys or leases camera equipment, it must follow the state’s competitive bidding rules.

How to contest or shift tickets

You can fight a camera ticket if your car or plates were reported stolen before the violation. Mail a certified copy of the police report. You can also argue the camera system malfunctioned. If you were not driving, you can seek repayment from the driver. You are not liable if the driver lacked your consent, but the law presumes consent until you show otherwise. Rental and leasing rules apply: a lessor is not liable if it filed required info before the violation and gives lessee details within 37 days; otherwise the lessor is liable. When a lessor names the lessee, the lessee is treated as the owner for the ticket.

School speed cameras and $50 fines

New Rochelle can run school speed cameras in up to three school zones at a time. A ticket issues when a car goes more than 10 mph over the posted limit during school speed times. Each violation can cost up to $50, plus up to $25 more if you do not respond. The city mails notices by first‑class mail within 14 business days for New York residents or 45 business days for non‑residents. Cases are heard by the New Rochelle Parking Violations Bureau. These tickets are not criminal convictions, do not go on your driving record, and cannot be used by insurers. The law starts 30 days after it becomes law and ends December 31, 2031.
