Ithaca camera ticket penalties and defenses

Owners are liable if their vehicle is recorded going more than 10 mph over the limit in a school zone. The fine is up to $50 per violation, plus up to $25 more if you do not respond on time. These are civil penalties, not criminal or traffic convictions; they do not add points or affect insurance. You are not liable if the driver was convicted of the same speeding charge. Defenses include a reported stolen car or plates, or a camera malfunction. Owners can avoid fines if the driver used the car without consent, but consent is presumed unless you show otherwise. If you rent out vehicles, you can shift liability by naming the lessee within 37 days and meeting filing rules; otherwise you stay liable. An owner who was not the driver may sue the driver to be repaid.

Ithaca school speed cameras and rules

The law lets Ithaca run speed cameras in up to 12 school zones. Cameras may ticket on school days during school hours and one hour before and after, and during student activities and 30 minutes around them. Each camera must self-test daily and be calibrated yearly, and the city must post advance warning signs. Notices go by first-class mail within 14 business days to New York owners (45 days for non‑residents) and must include date, time, place, at least two time‑stamped rear photos, and how to contest. Cases are heard by the City of Ithaca Parking Violations Bureau. Images are used only for enforcement, are not public records, and must be destroyed after the case ends or after one year, whichever is later. The city follows normal bidding rules when buying or leasing the equipment. The program takes effect 30 days after enactment and ends December 31, 2031.
